Ethical and legal security in the action contract of public administration

In recent years we have increasingly seen obvious signs of corruption and manipulation of the delegated responsibility to public servants. The current constitutional framework, through the principle of legal certainty, acts as a guarantee of responsibility and interdiction of arbitrariness of public Administration. In this context, from an ethical and legal approach, the government should build an intelligent system of ma-nagement through the exercise of a virtuous policy based on best practices exercise. That it is understood as the best way to make the public services from pu-blic Administration, through respect for transparency and legitimate expectations, which protect the citizen persistently over time and their participation in public affairs, also providing desirable behaviors to public servants and citizens. https://dialnet.unirioja.es/servlet/extaut?codigo=1343822
